xtags.exe in z300 fails

Error message "can't start because rxspencer.dll is missing"
The files found here are just patch files and can not be used without first installing the software:

You need run the full installer found here: http://www.zeusedit.com/z300/ze32v397p.zip
But you will also need to delete this folder before running the installer:
