I found an option in Editor Options, "Highlight line containing cursor". I uncheck this to make the Line Cursor go away, which is what my original intent was.
I don't think the problem reported is by design, though, since I can choose another forground color and the background color still doesn't ...

I find that if the "Ask for arguments" is checked in the Tools dialog, when the tool is executed, the arguments are then saved back to the Tools Arguments field, making the "dynamic" arguments "permanent".
